Ladder Safety Training Requirements: What OSHA Actually Says
Falls are the leading cause of death in construction, and ladders are involved in a large share of them. The causes are rarely exotic: the wrong ladder for the job, a damaged ladder nobody flagged, overreaching, or carrying tools up by hand. OSHA’s construction ladder standard, 29 CFR 1926.1053, appears on the agency’s list of most-cited standards year after year. The fix is unglamorous and effective: teach every employee how to choose, inspect, set up and climb a ladder correctly, and take damaged ladders out of service.
General Industry (29 CFR 1910 Subpart D)
OSHA’s walking-working surfaces rules treat ladders as equipment, and 29 CFR 1910.30(b) requires you to train each employee in the proper care, inspection, storage and use of that equipment before the employee uses it. 29 CFR 1910.23 sets the working rules the training has to cover: ladders inspected before initial use in each work shift, any ladder with a structural defect tagged and removed from service until repaired, ladders used only for what they were designed for, and employees facing the ladder and keeping at least one hand on it while climbing. Training has to be given in a way the employee understands. 1910.30 sets no retraining interval; it requires retraining whenever an employee no longer has the understanding or skill to work safely.
Construction (29 CFR 1926 Subpart X)
29 CFR 1926.1060 requires a training program for each employee who uses ladders and stairways, delivered by a competent person, covering the nature of fall hazards in the work area, the proper construction, use, placement and care of ladders, their maximum intended load, and the requirements of Subpart X itself. The rules in 29 CFR 1926.1053 are what the video demonstrates: the side rails of a portable ladder extend at least three feet above the upper landing, a non-self-supporting ladder is set at the 4-to-1 angle (the base one foot out for every four feet of working length), and employees face the ladder and never carry a load that could cause them to lose their balance. Retraining is required whenever an employee has lost the understanding the original training gave them.
Who Needs Ladder Safety Training
- Construction crews: 1926.1060 requires ladder and stairway training for every employee who uses one.
- Maintenance, facilities and warehouse staff who use step and extension ladders day to day.
- Retail and office employees who use ladders occasionally. Infrequent users take the falls everyone assumes will not happen.
- New hires before their first ladder use, in any industry.
When to Retrain
- After a near miss, a fall, or an observed unsafe climb.
- When the ladders, the work, or the workplace change enough to make the original training inadequate.
- When a supervisor sees an employee who no longer knows or follows the procedures.
- Many employers retrain every year as a matter of policy. Neither standard sets a fixed interval, and this kit is reusable, so an annual refresher costs nothing extra.
Ladder Safety Certification
OSHA does not issue ladder licenses, and no state does either. What buyers mean by “ladder safety certification” is documented proof that training took place: who was trained, on what, and when. That is what this kit produces: the full training video, an employee quiz with answer sheet, a sign-in sheet for your records, and a printable Certificate of Completion for every employee trained. The American Ladder Institute offers a free online awareness course with its own certificate; it is a good supplement, but it does not give you an employer training record with a quiz and a sign-in sheet.

OSHA sets no fixed interval for ladder training in either standard. Retraining is required when an employee no longer has the understanding or skill to use a ladder safely: after a near miss or a fall, when the ladders or the job change, or when a supervisor sees unsafe use. Many employers retrain every year as a matter of policy, and because this kit is reusable that costs nothing extra.
For every four feet of height to the ladder’s upper support point, the base should sit one foot away from the wall. A ladder resting 16 feet up should have its feet about 4 feet out. Too steep and the ladder can tip backward; too shallow and the feet can kick out. The video demonstrates how to set the angle correctly every time.
Keep three points of contact with the ladder at all times: two hands and a foot, or two feet and a hand. That means facing the ladder, keeping your body centered between the rails, and never climbing with tools in your hand (use a tool belt or raise tools with a line). It is the single habit that prevents the most ladder falls.
Before each use: rungs and steps (clean, tight, undamaged), side rails (no cracks or bends), feet (present and gripping), and on extension ladders the ropes, pulleys and locks. A damaged ladder comes out of service immediately and gets tagged, never “one last climb.” The video walks through the full inspection step by step.
