Bucket trucks — aerial work platforms mounted on utility vehicles — are essential equipment for electrical work, signage installation, building maintenance, and emergency services. But they’re also the source of falls, rollovers, and electrocutions that sideline or kill workers every year. Most of those incidents trace back to the same root causes: inadequate inspection, improper setup, or workers who don’t fully understand the equipment they’re operating or working around.

WHAT EMPLOYEES WILL LEARN
- Distinguish between articulating and telescopic bucket trucks — including over-center booms — and understand when each configuration is appropriate for the task
- Identify the components of ANSI’s recommended safe use program, including site risk assessments, rescue plans, and written training requirements
- Complete a pre-trip inspection covering the engine, tires, bucket, boom, fluid levels, and all control systems before beginning work
- Assess the worksite for ground stability, overhead obstructions, and environmental hazards, and establish proper safety perimeters with cones and warning signage
- Operate lower cab controls including the PTO switch, emergency brake, outrigger releases, and override controls
- Use upper bucket controls — including the joystick and emergency stop — to safely position the boom
- Recognize and mitigate the three most common bucket truck incidents: falls, rollovers, and electrocutions
- Understand minimum approach distances from energized power lines and when insulated equipment is required
- Apply safe work practices while elevated, including correct footing, smooth maneuvering, and weight load management
- Identify the responsibilities and safety requirements for ground personnel working in or near the aerial work zone
COURSE TOPICS :
Bucket Truck Types and Configurations – The program begins by explaining what a bucket truck is and how the two primary types differ. Articulating bucket trucks feature booms that bend and pivot, allowing movement up, over, and around obstacles — including over-center booms that can extend beyond the truck’s center of gravity for use in tight or complex workspaces. Telescopic models extend straight out and upward, offering higher weight capacities and greater horizontal reach but less maneuverability. The training also addresses insulated bucket trucks — required for work near live electrical equipment — where the boom and bucket are constructed from dielectric fiberglass to prevent electrical current from passing through.
Safe Use Programs and the Operator’s Manual – Before equipment ever leaves the yard, workers need a foundation. The training covers ANSI recommendations for written safe use programs that include site risk assessment procedures, rescue plans, and documented employee training. Employees are also directed to read and understand the operator’s manual for any bucket truck they’ll be using — the primary source for manufacturer-specific limitations and safe operating parameters.
Pre-Trip Inspection – A thorough pre-trip inspection is non-negotiable, and this section walks through it systematically. Employees learn to check the engine compartment for belt wear, fluid levels, leaks, and damage; inspect tires for tread condition and debris; examine the bucket and boom for oil and grease buildup, visible damage, and loose components; and test every control system — headlights, master switch, PTO, outrigger releases, and upper bucket controls — to confirm proper function before the truck moves.
Worksite Assessment and Setup – Equipment readiness only matters if the environment is safe to work in. The training covers how to evaluate ground stability before positioning the truck — if you can dig your heel in, it’s not a suitable base — and how to identify overhead and ground-level obstructions. Employees also learn how to establish safety perimeters with cones and warning signs, a requirement that’s especially critical in roadway and high-traffic environments.
Equipment Controls and Operating Procedures – This section gives operators a thorough walkthrough of how a bucket truck actually functions. Lower cab controls — the PTO switch, emergency brake, outrigger releases, and override mechanisms — are covered in sequence. The training then addresses proper upper bucket control operation, including deploying outriggers before raising the boom, hooking the harness to the safety line before entering the bucket, and using the joystick to position the boom smoothly and precisely.
Fall, Rollover, and Electrocution Prevention – The three most common bucket truck incidents each get dedicated attention. For falls: employees must keep both feet planted on the bucket floor, avoid sitting or leaning on the edge, make smooth gradual movements, and never allow lower controls to move the bucket while someone is elevated. For rollovers: operators learn to verify the bucket’s rated weight capacity in the operator’s manual and account for personnel, tools, and materials before raising the boom. For electrocution: unless trained for electrical work and using an insulated bucket, employees must maintain a minimum 10-foot distance from energized power lines at all times — and work with a ground spotter if maintaining that clearance is uncertain.
Ground Personnel Responsibilities – Working on the ground near an elevated bucket truck is not a passive role. The training covers what ground personnel need to know: familiarization with the lower cab controls for emergency situations, the requirement to stay out of the aerial work zone unless necessary, proper PPE (high-visibility vest, steel-toed boots, hard hat), how to avoid the truck’s blind spots when it’s in motion, and when it’s — and is not — appropriate to approach the equipment.

Falls from elevation are consistently among the leading causes of workplace fatalities in general industry and construction. Electrocutions represent one of OSHA’s “Fatal Four” — the four hazard categories responsible for the majority of construction deaths. A bucket truck combines both risks in a single piece of equipment. OSHA’s General Duty Clause requires employers to protect workers from recognized hazards, and documented training is a foundational element of that obligation. The cost of this training is negligible compared to a single recordable incident, an OSHA citation, or a workers’ compensation claim.
